CHP Golden Gate Division - Open Letter About Contra Costa Arsonist



OPEN NOTIFICATION LETTER 



Dear Chief Becher, 


I have called the Martinez Offices several times about my 2004 truck fire that occurred on NB 680 about 3/4 of a mile from the El Cerro on ramp.  

My version of events can be found this blog that I posted in 2012.  The challenge for your agency is to be transparent and follow through to identify the responding CHP officer and the failure to identify my truck fire as arson.  

My opinion about this accident changed dramatically after my car was totaled by a retired San Francisco Police Lt. who blinded me with a high powered spotlight then forced me into oncoming traffic. Sure sounds like more than one attempted murder to me but there are more.  

There are a long set of incidents spanning over 20 years near me but several are within your jurisdiction and I simply can't know this many persons connected to untimely deaths.  

Additionally this link reflects the intense effort I've gone through by sending letters to the appropriate and proper jurisdiction.  Why after two years of calls, in person meetings with Cheif Christiansen who gave me the best answer ever "get an attorney" but most attorneys in Contra Costa County know about the Seeno attorneys murdered in Las Vegas and know that Donald Gene Moats offices were burned down and that Sage Sepahi was beaten in Walnut Creek who each represented me from 2000 to 2001 and 2004 to 2006, each left representation over their respective incidents but another Contra Costa Coincidence is that these attorneys also have a connection to the CNET scandal and that's not really a coincidence.  

Please visit the list of incidents to consider re-opening or taking over the investigations.  

No citizen should go through this much effort to solve a hit and run.  

I am going to be clear that my position is my arson case smacks of involvement of police officers, fire department personnel, and investigators connected to the Contra Costa Costa Narcotics Enforcement Taskforce scandal while possibly leading to the death of Eiko Sugihara found on Hunsacker Canyon Road.  I developed Contra Costa County's telephone call accounting system so when I say that that 925-313-2645 is not a regular tip line plus I've left breadcrumbs everywhere as I called that number from 925-705-1812 many times. The data is available down in the accounting department but one person who could have given you directions was Tax Collector Bill Pollecek but like both Councilman Shimansksy and Gary Bell are unable to communicate.  

My hypothesis is my fire is part of string of arson cases that match even this rookies profiling skills.  The 2011 and 2004 incidents were attempted murder but worse is that they are possibly connected to law enforcement.  It's your choice to ignore my concerns and wait for another freeway death as I've been tracking them but I know Nate Greenan, David Schafer, Roma Bhatia, and Loretta Hale and that's far too many but I actually know a few others.  Too many coincidences.  

The Citizens of Contra Costa County deserve answers.

Three bodies discovered in burned car on upper ridge

At of this writing on Saturday June 15th 2013 - no one has returned my calls. I've contacted the FBI, CHP/State Police who got involved when my car was totaled in Lafayette CA by a San Francisco Cop who was near the Piedmont Lumber Fire.

I've called (925) 313-2632 many times since learning the Sugihara fire which was down the street from the Vitale Murder.  in my futile attempt to share information on my long suspected arson fire.  

A months ago it was transferred to a Lt. who was truly surprised to learn this was a tip line especially a murder tip line.  That number is 925-646-2441 it's known as Contra Costa County Sheriff, agency that's in charge of investigations for murder, arson, attempted murder, real estate fraud, elder fraud and a whole slew of other things.   Fuck all of you that are part of this scandal

CALNET 2:  The Achilles Heel of Untold Proportions

Why does this agency have so much meaning to the larger story in Contra Costa County where the CNET Scandal unfolds where the dirty DUI's ruined custody battles and where attorneys plied their scams on unsuspecting spouses - Butlarama leads in all  directions but the data on this system is just as useful which is why I called the Eiko Sugihara number many times and why not after all I'm an arson victim and what happened to her almost happened to me in 2004 on NB 680.  Why not since I've also seen pictures of the Piedmont Lumber fire on a then San Francisco Police Officers camera in June 2010 but months later I've got a PGE High Performance Engineer standing next to same cop in my office days after the PGE San Bruno Fire who never said he worked for PGE.

The telephone system is a critical weakness that would allow a person to peer into the mechanics of an  extended investigation.  In 2001 one of my contract opportunities was to convert AT&T (then PacBell) call detail record from EBCDIC (see below) tape to the new format.  It was an easy project and perfect match to my skills.

Details on this program can be found at the Statewide Telecommunications and Network Division and you can learn for yourself but my concerns is the detail records are of a concern.   I have nothing negative about this agency.  They do their job as mandated by preparing, processing and managing as required.  My concern is the intrinsic value of millions of call record are being overlooked.  If anything belonged in a vault this would be it.   We are consumed with allocating the costs to the originating caller which maps to the department which is rolled up to the general ledger.  I know its boring stuff but call detail in the wrong hands has endless uses.

Get it done 

When I was contracted by the County to fix their problem it was straight forward.  Develop a replacement application that would process the new format. Failure meant the general ledger would remain open but yikes, holy moly! retirement calculations might be delayed so this is really important!

Fire the American keep the Visa holder  
The original budget was $50,000 with a three month development window but was finished it in three weeks.  The side bar to this project was a tech contracting firm called Hall-Kinion who had three H1-b visa placements at the county.  At the same time one of my programming friends was rejected by the county.  Apparently his 20 years of succesfully programming at Bank of America wasn't good enough as they letter stated he was unqualified.  The person that got the job was an H1-b visa holder placed by Hall-Kinion who was sending me to fake interviews was the same firm I'd filed a discrimination case with EEOC.  They spotted me in the Hallway one day and shortly thereafter I was terminated from Hero to Zero heading the welfare office so I could feed my kids - things had gotten that bad.  Three for the visas and zero for the american programmer.  I am not anti-immigration but we need a throttle.



Program Overview 


Manage the discounted billing program by negotiating pricing with AT&T who intern compiles the call record details each month to agencies they've contracted with.    

The system in a nutshell - gather data from the telecommunications providers, collate records, manage pricing and security.


  • Call Detail: posted on secure servers - good idea 
  • Nearly every call is captured - helps with charging department based in number assignment
  • The high speed network captures IP addresses - data mining experts get a kick from your clicks
  • But is the data compiled here or in India or both 
When I left the (fired for building a money saving application) the CD's were placed in a desk.


What is in the data:  An Analogy and Perspective

I suppose that if the Governor called the President who called a Senator who then called his favorite lobbyist, who then called his buddy,  who got the pricey contract then we'd be thinking up some conspiracy.  

The reality here is you had access to 500 Million records of calls between agencies, attorneys, investigators, contract administrator and perhaps calls to the attorneys defending the cities, their witness, the juror pools, the clerks, and worst of all the witnesses you'd have advantages so great as your adversaries would be absolutely clueless you had Intel of that magnitude.  The call detail records paint a story that unless you've worked with data for 20 years you cannot see it.  The programmers know very well the bank account rounding errors passed from the bank to their personal account.  

Another giant Outsourcing Risk - but who really cares? some do but often it's profit over national security.  



What is a DBA?


This stands for Database Administrator - a person who posses the skill to manipulate data, execute stored procedures, can manage security, login's, users plus is highly skilled with Extract, Transact and Load (ETL), can move large blocks of data, works with BIG data and could easily move 100 Million rows anywhere in the world.  Is not subject to extortion, has lived here for entire life, loyal to his country, has family, and few other snippets but the point should be obvious if you got this far.

The Data Consumers are: 
The District Attorney's Office, State Attorney General Offices, The Legislative Branches, The Governors Office, The US Attorneys Office, The Federal Reserve, and California Department of Justice

And you thought Cookies were a bad thing!

Lafayette CA -- A few months ago I revisited The 680-Candlestick to determine if my fire was arson or accidental plus I began requesting public documents from various agencies which is when the wagons were drawn.

It's very clear that improbable occurred when my F-250 Truck erupted in flames back in 2004 but the story doesn't stop there as on July 2oth 2011 my car was pushed into oncoming traffic by a retired San Francisco Police Lieutenant that lives in Pleasant Hill CA.  We have an arsonist in the mist as I've encountered him more than once over the last few years but I suspect he's behind many fire incidents in Contra Costa County and beyond.

Take a good look around as you'll see a behavioral profile of brazen, immigrant targeting, small businesses targets, sheds, garages, porches and car ports.   A common theme is persons with limited resources, that will not likely rebound from an economic setback, he hits easy store front targets in strip malls, small centers but tends to pan for targets near the Contra Costa County Trail system.  These are a mix of crimes of opportunity but they tend to be real estate, insurance work, fire jobs and the big Kahuna - really big gas pipeline fires.


On November 2nd 2011 critical information was passed to a local agency with specific, razors accurate information regarding a law firm, a Danville Building Inspector and officers connected to CNET (Contra Costa County Narcotics Enforcement Taskforce) which connects even more officers regarding dirty the DUIs, the setups but this particular Danville Building Inspector who nearly killed me in 2004 was specifically mentioned.  The almost surreal occurred as just over month later he fell down an elevator shaft (just in time) then died weeks later at Stanford Medical Hospital on Dec. 19th 2011.

Discovering this accident was delayed by over a year as the City of Palo Alto withdrew the memo before it circulated to the media.  A snooping reporter got the scoop out on April 28th but my discovery was late October.  That discovery milestone comes after a July 6th milestone, and a June 28th milestone, a March, December milestones but there are actually more before that.

Days after the July 20th 2011 accident a Walnut Creek detective was following me around in a late model 1990s White Ford Taurus.

So in 2004 my truck was racing north on 680 flames blazing back 100 feet, smoke everywhere and to any professional looks like arson.  I'm sorry Officer you mean oil plug wiggle down two and one half turns with oil flowing like honey?

My arson case was deliberately misinterpreted by the CHP officer and so this arson fire just another an engine fire right?  My attempts to get San Ramon Fire to find the records were met on deaf ears.


  • Yep we can't find it, 
  • Sorry there are no log files, 
  • There are no records trucks rolled
  • No 911 calls - we delete all potential arson calls with great dispatch!

Big credibility problem.

  • The pencil was broken? 
  • The backup tapes can't be found
  • The engine hours log has no mention of two engines rolling north and south?
  • San Ramon Fire has more than 20 people with amnesia - yep I get it.


Next month its beat the fuck out of the resident but why this derailed investigation means so much to this Richmond woman would have died in such a horrific manner but what occurred in September mirrors the fire cover-up.

I am sorry but Eiko Suguhari fire in December 2009 leads a direction that will surprise many as uit surprised me.  The difference is I lived to tell the story but that wasn't the first attempt on my life as many more attempts occurred after that.

The Eiko Sugihara murder could be solved but investigators have to ask the right questions to the right people and group.  Please read how to Kill The Case Ever So Slowly and Quietly
